Dear Homeowners and Residents,

Our 2017 scheduled road overlay project will commence Wednesday, October 25th.  This process will involve milling the existing asphalt (the removal of 1.5 inches of existing roadway pavement) and relaying a 1.5-inch layer of asphalt.

The milling will start at the corner of N. Beau Chene and Tete L’Ours on Wednesday, Oct. 25th, and continue around the country club onto Beau Chene Drive towards the Main entrance.

On Thursday, October 26th, the milling will be performed on Beau Chene Blvd. (Main Entrance).  There will be intermittent entrance and exit lane closures with one-way traffic only throughout Thursday.  The entering lanes will be shut down for a period of time allowing ONLY exiting traffic then the exit lanes will be shut down allowing ONLY entering traffic during this process on Thursday.

After the Main entrance is milled, the milling will continue down Beau Chene Drive to 832 Beau Chene Dr. on the marina side of the subdivision.

On Tuesday, October 31st, the Main entrance lanes will have a new layer of asphalt applied. Again, there will be intermittent entrance and exit lane closures with one-way traffic only throughout Tuesday, October 31st.

The Main entrance will remain open throughout this process but expect lane closures with one-way traffic, short delays and rerouting traffic to other entrances. If possible, use the East and Marina entrances on Thursday, Oct. 26th and Tuesday, Oct. 31st.

Weather permitting, the estimated completion of the milling and asphalt work is Friday, November 3rd, with speed humps, painting and road stripping to follow.

Please drive cautiously and obey the directions of flagmen directing traffic. Please contact the BCHOA office at 985-231-6285 or via e-mail at cristinad@bchoa.org with any questions.

BCHOA Covenants Clip – Tree Policy

Periodically a section of our Covenants, By-Laws or Environmental Control Committee (ECC) Guidelines will be highlighted to inform our residents, both new and old, of our governing documents.  These documents may be found on our website at http://www.bchoa.org/information/documents-forms/   In addition, copies can be obtained at the BCHOA office.

The section being highlighted this month comes from Article VIII, Section 1 (i) of the Restrictive Covenants for Beau Chene: “except for those trees that must of necessity be removed in order to clear any lot or portion of a lot for purposes of the construction of improvements thereon, no sound hardwood trees measuring in excess of six (6) inches in diameter two (2) feet above the ground shall be removed from any lot without written approval of the Association acting through its Board of Directors or duly appointed committee.  The Board of Directors of the Association may from time to time adopt and promulgate such additional rules and regulations regarding the preservation of trees and other natural resources and wildlife upon The Property as it may consider appropriate.”

This section of the Restrictive Covenants coupled with Section R of the ECC Guidelines are referred to as the BCHOA tree policy.

The only trees that are covered in the policy are sound hardwoods.  What is a hardwood tree?  Hardwood trees usually have broad, flat leaves as opposed to coniferous, needled, or scaled tree foliage.  Another name for a hardwood tree is, appropriately, broadleaf.  (https://www.thoughtco.com/common-north-american-hardwood-trees-1343221)  A few examples of hardwood trees common to this area include oaks, birches, and willows.  In contrast, a few examples of softwood trees common to this area include pines, cypress and junipers.

The Environmental Control Committee (ECC) is the duly appointed committee from whom Homeowners must receive written approval for removal of a sound hardwood (over 6 inches in diameter measured 2 feet above the ground) on developed lots.  Committee approval is required prior to the removal of sound hardwood trees.  The ECC Guidelines, Section R (Replanting Hardwood Trees) requires when such a hardwood is removed it must be replaced by a hardwood tree at least 2 inches in caliper width and at least 6 feet tall within a year somewhere on the lot.

Board Member Spotlight

Meet Rowland Stalter

Rowland and his wife Michelle moved to Beau Chene in 2000 and are the proud parents of four children; Lacey (age 29), Molly (age 21), Matthew (age 17) and Libby is 13. Rowland is a licensed commercial insurance broker, has experience in property development and has served on various civic and professional boards throughout his career of over 30+ years. His hobbies include activities with the family, biking, snow skiing and fixing things around the house.

With a finance degree from LSU, Rowland started his career in the insurance industry gaining licenses in property, casualty and health insurance and a contractor’s license.  For the last ten (10) years, Rowland has worked for Hub International, a national insurance brokerage firm, as Senior Vice President of the Gulf South affiliate.  Additional education and designations include:

  •                Chartered Property and Casualty Underwriter (CPCU)
  •                Associate in Marine Insurance Management (AMIM)
  •                Certified Insurance Consultant (CIC)
  •                Certified Risk Manager (CRM)

Rowland first got involved with the BCHOA in September of 2014 as an inaugural member of the just formed Insurance Committee.  A few months later, a Board position became vacant and, with a desire to get involved and serve his community, Rowland responded to requests by the Board for applicants and subsequently was appointed to fulfill the remaining term of the recently vacated position.  In May of 2016, Rowland was elected to the Beau Chene Homeowner’s Board.  In addition, he still serves on the Insurance Committee.

When recently asked if he enjoys being on the board, Rowland answered “Yes, I enjoy being on the board, I have enjoyed getting to know the other board members, they all are committed to continuing to make Beau Chene an even better community to raise a family.  Being a board member allows me the ability to represent our membership and their views on issues.  I hope during my time on the board I can help to continue to create a positive, creative atmosphere in how the leadership of Beau Chene address the challenges of the future.  I hope to help the board continue to improve our community by adding positive features to our community which were suggested by the studies done in the past, such as creating bike and walking path, providing playground equipment for our younger children and finishing up the “rebuilding of our gates project.”

Rowland welcomes any input from residents and may be reached at Rowland.stalter@hubinternational.com.
