Vote this Saturday!

December 10, is Election Day and the Senate runoff race between Public Service Commissioner Foster Campbell and Treasurer John Kennedy is the top issue on the ballot. There are also several tax renewals on the ballot as well. The tax renewals are concerning preserving critical services provided to seniors and disabled citizens, and protection and safety for all.

New Vehicle Decals

Our next In Person Vehicle Decal Distribution Day is on Tuesday, December 13rd from 12:00 PM to 4:00 PM in the Beau Chene Country Club parking lot. We will have a tent setup staffed by BCHOA employees, Board Directors and Security Committee members to process your vehicle decal request forms and issue the decals on-site. You will need to have the following vehicle information for each authorized vehicle: Driver’s License #, Make, Model, Color and Year of vehicle, and License Plate #.

Other options for obtaining the new decals include:

Status of the Fontainbleau (East) Gate Entrance Renovation

We are actively working with the parish Board of Adjustments to obtain a variance for our newly designed entrance sign. Since the overall size of the sign is larger than the current parish regulations allow we have requested a variance. We should have a resolution by the first of the year.

Holiday of Lights 2016 Kicks off on Friday December 2

The Annual Holiday of Lights in St. Tammany Parish kicks off on Friday, December 2, 2016 at 5:45 on Koop Drive in Mandeville. This free event runs run for two consecutive weekends, on Friday and Saturday nights. Enjoy entertainment from local schools and area performance groups, trees donated by Winn Dixie decorated by schools and other organizations, kiddie rides, and this year, Rudy the live Reindeer from Zoo to U will make a special guest appearance on Saturday, December 3rd at 7:30 pm.
Santa will be on-hand for pictures with the children at a cost of $15.00 each printed while you wait, and refreshments will be available for purchase. The Holiday of Lights is open the weekends of December 2 and 3, and December 9 and 10, 2016, from 6p.m. – 8:30 p.m. at Koop Drive in Mandeville directly behind the Kid’s Konnection Playground.

New Vehicle Decals

The new vehicle decals are now available. Almost half of our property owners have already received their new decals. You may still obtain the new decals for authorized property owners and BCCC members through one of the following options: 1. Online through our website, bchoa.org; 2. By Mail with the vehicle decal form; 3. In-person at the BCHOA office; and 4. In-person on designated days at the Beau Chene Country Club (BCCC) parking lot. The easiest way to obtain the new decal is via our website with an online form. Click Decal Form for the link.

Our next distribution day at the BCCC parking lot is Saturday, December 3rd from 12:00 PM to 4:00 PM. We will have a tent setup staffed by BCHOA employees, Board Directors and Security Committee members to process your vehicle decal request forms and issue the decals on-site. If desired, we will remove the old decal and apply the new decal onto your windshields. You will need to have the following vehicle information for each authorized vehicle: Driver’s License #, Make, Model, Color and Year of vehicle, and License Plate #.

Vehicle Decal – Register Online

Notice to All Beau Chene Property Owners and Beau Chene Country Club Members – How to Obtain the New Vehicle Decals

The new vehicle decals have arrived and this communication will explain all the available options to obtain the new decals. All Beau Chene property owners and Beau Chene Country Club (BCCC) members that are not property owners are authorized to receive the new decal for each vehicle they own. Residents that do not own property, but instead rent, will have access to a 24 Hour Pass with an expiration date of six (6) months. Extended family members of property owners that do not reside in Beau Chene will also have access to the 24 Hour Pass. The 24 Hour Pass is a numbered place card that is shown to the security guard as you enter the subdivision. All 24 Hour Passes are only issued in person at the BCHOA office. The current decal will no longer be officially recognized for access to the subdivision after January 31, 2017.

In order to make the process as easy as possible, we have implemented several options to obtain the new decals for authorized residents and BCCC members. The options include: 1 Online through our website, bchoa.org; 2. By Mail with the vehicle decal form; 3. In-person at the BCHOA office; and 4. Designated days in person at the BCCC parking lot.

The easiest way to obtain the new decal is via our website with an online form. We have created an online option just for this process with a callout button at the top of each website page labeled “New Vehicle Decal Form”. Select the callout button at the top of every page and complete all required information on the form. Hit Submit. Your submission will be received by the BCHOA staff and once the information is verified, you will receive your decals either via mail or in-person at the BCHOA office based on your indicated preference.

Another option to obtain the decals is to come in person to the BCCC parking lot and we will have a tent setup staffed by BCHOA employees, Board Directors and Security Committee members to process your vehicle decal request forms and issue the decals on-site. We have scheduled three different designated days.
The designated days are:

Tuesday, November 8th from 8:00 AM to 12:00 PM
Saturday, December 3rd from 12:00 PM to 4:00 PM
Monday, December 5th from 12:00 PM to 4:00 PM

For all options except the online option, you will need to complete a vehicle Decal Form with the required information. This form may be found on the website under the tab “Information” and select “Documents and Forms”. The link to this location is FORMS. The forms are also available at the BCHOA office.

The first four (4) requested decals will be provided at no charge. There will be a $10.00 charge for each additional decal over four (4). Please mail a check payable to Beau Chene Homeowners Association for each additional decal over four (4) to: BCHOA at 105 Beau Chene Blvd., Suite 100, Mandeville, La. 70471. Please indicate your name and either your Beau Chene property address or BCCC club number in your correspondence. You may also drop off the check in-person or at our drop off box in front of the BCHOA office.

St. Tammany Parish Household Hazardous Waste Collection Day

As part of Keep St. Tammany Beautiful, the Parish has scheduled a Household Hazardous Waste Collection Day on November 12, 2016 at 21490 Koop Drive in Mandeville. The collections will be received between the hours of 9 am to 2 pm. Status of Curb Side Recycling

We are very much in support of recycling in Beau Chene but the state of the recycling industry has prevented it to be a viable option within the community. The Recycling industry is failing nationally due to government regulation and low prices on recycled materials. Prior to Hurricane Katrina, we had curbside recycling in Beau Chene. Our recyclables were processed at a site in St. Bernard Parish. Hurricane Katrina basically wiped out this site.

A year and a half ago we had discussions with our trash contractor, Northshore Disposal, and another disposal company regarding the viability of recycling. There was limited availability and the sites taking the recyclables were unreliable. Meaning, the recyclables were being added to the regular trash and dumped into trash sites. At the time, the Board determined it would not be a fiscally sound decision to pay extra for recycling when the materials were not in fact being recycled. Recently, we had a conversation with an industry contact who confirmed that the company who had been picking up the Keep Mandeville Beautiful dumpsters, Progressive, had been bought out by Waste Connection. Waste Connection does not want to continue providing the dumpsters for recycling.

If a viable option does become available, I assure you that the Board of Directors will consider the option.

Status of the Fontainbleau (East) Gate Entrance Renovation

We are now awaiting parish permit for our newly designed entrance sign. Since the overall size of the sign is larger than the current parish regulations allow we have requested a variance. The re-landscaping will be completed as soon as the approval has been received for the entrance sign.

New Vehicle Decals

Be on the lookout via mail, email and Facebook for information on how to obtain the new vehicle decals. Communications will be sent the week of October 24th – 28th.

Cross-connection Control Program Residential Surveys Scheduled For October 20, 2016

As mandated by the Federal Safe Drinking Water Act and the Louisiana Department of Health and Hospitals-Office of Public Health (LDHH-OPH), Beau Chene Public Works Staff and Compliance Testing and Remediation personnel will continue residential Cross-Connection Control Surveys on Thursday, October 20, 2016. These Surveys will require brief access to your outdoor property in order to identify possible sources of cross-connection of Beau Chene’s potable water system with water of unknown quality. The Surveys will identify pools, lawn irrigation systems, hot tubs, garden fountains, and hose bib vacuum breakers at each residence. Existing backflow prevention methods will be evaluated for proper installation of backflow assemblies as required by LDHH-OPH and the Louisiana State Plumbing Code.

The surveys scheduled for Thursday, October 20, 2016 will include residences on the following streets:

• Evangeline Dr. (100-256)
• Beau Chasse
• Concord Place
• Shongaloo Lane
• Chasse Place
• Place Beau Tre

Our Public Works staff will “door to door” contact each resident on the above listed streets prior to the actual survey. “Door-Knockers” will be left if a resident is not at home.

Keeping You Informed – Utility Work – AT&T System Upgrade

AT&T is upgrading their system with a fiber optic connection. The area of work is in the roadway right of way servitude for utilities. They have been working on Vermillion to Evangeline and Evangeline to Fontainbleau, and then Fontainbleau to the East Gate. They have completed the boring and are now running the wire through. They expect to complete this work on or before Friday October 7th.

In order to provide utilities (electric, gas, phone, cable) in a development, the developer has to grant a right of way and servitude which allows the utility to construct, operate, maintain, add, and/or remove such lines or systems the developer requires. These right of way & servitude agreements allow access (ingress and egress) to the servitudes at all times. Our right of way & servitude agreements with AT&T date back to the 1970’s when it was South Central Bell. The utility companies do not have a requirement to ask permission or even notify the HOA of any work performed. The only legal requirement for utilities is to call La One Call to have all existing utilities marked before any digging occurs.  AT&T did make this call and the utilities were marked before they commenced their work to install the new fiber optic line.

Our HOA owned roadside property on major streets in Beau Chene, including Evangeline Drive, is 23 feet from the edge of the roadway. There is an additional 10 foot servitude on the front of the lots in the area that AT&T is working presently. The utility companies have the right to perform work within the servitude which in this case could be as much as 33 feet from the edge of the road.

Utility companies will make a reasonable effort to restore the area to good condition. This might take a period of time to allow settling of backfill and the addition of more fill. If the restoration is not satisfactory, the utility company should be contacted first. The HOA can assist in dealing with the utility company if necessary.
